The Government Palace (Valtioneuvoston linna in Finnish) is one of the major works of Carl Ludvig Engel, the German architect who transformed Helsinki after it was named capital of Finland in the early 19th Century. The building was completed in 1822 and is a prime example of Engel's neoclassical style thanks to its pale yellow colour (typical of his buildings), symmetrical facade, columns, and clean lines that create such harmony across the square. It was originally built as a palace for the Russian Emperor when visiting Helsinki, but it has served as the seat of Finland's government since its independence in 1917. It is located on the eastern side of Senate Square, directly facing Helsinki Cathedral. Architecturally, it completes Engel's vision for Senate Square as a cohesive neoclassical ensemble. The cathedral on the north side is elevated above everything, the Government Palace on the east, the University on the west, and Sederholm House (the oldest building in central Helsinki) on the south. Together, they create one of the most harmonious urban squares in Northern Europe.
The building represents that interesting transition period when Helsinki went from being a small town to an imperial capital, and then later became the seat of an independent nation's government. Today, it houses the offices of the Prime Minister and the Finnish Government (the Council of State or Valtioneuvosto). The Prime Minister's office is in the Government Palace, and it is where cabinet meetings are held and where much of the day-to-day work of governing happens. While the exterior has remained largely as Engel designed it, the interiors have been updated over the years to serve modern governmental functions.
